• स्पष्ट किया जाता है कि पंजीयन आवेदन भरने एवं इसमें अंकित विवरणी के अनुसार ही छात्र/ छात्राओं का परीक्षा आवेदन भरा जाना है, इसलिए यह आवश्यक है कि पंजीयन / अनुमति आवेदन भरने में पूरी सतर्कता बरती जाय ताकि बाद में इसमें कोई परिवर्तन करने की आवश्यकता न पड़े।
• शिक्षा की गुणवत्ता बनाये रखने हेतु यह आवश्यक है कि नियमसंगत एवं वैध अभ्यर्थित्व वाले छात्र / छात्राओं का ही पंजीयन / अनुमति माध्यमिक सत्र 2026-2027 के लिए विधिवत्‌ हो और इसमें किसी भी प्रकार की चूक अथवा त्रुटि नहीं होने पाये। बाद में किसी भी तरह के संशोधन / परिवर्तन की स्वीकृति नहीं दी जाएगी।
• यहाँ यह भी स्पष्ट किया जाता है कि केवल मान्यता प्राप्त विद्यालयों के प्रधान द्वारा ही वैध छात्र/ छात्राओं का पंजीयन /अनुमति आवेदन ऑनलाईन भरा जायेगा एवं निर्धारित शुल्क जमा किया जायेगा। जिन विद्यालयों की मान्यता /संबद्धता रद्द / निलंबित / वापस ले ली गयी है, वैसे विद्यालयों से पंजीयन / अनुमति आवेदन कदापि नहीं भरा जायेगा।
• यह भी स्पष्ट किया जाता है कि किसी भी परिस्थिति में ऑनलाईन पंजीयन/अनुमति आवेदन भरने के दरम्यान छात्र छात्रा एवं उनके माता-पिता के नाम तथा अन्य स्थान पर अंग्रेजी के वर्ण यथा- A, B, C, AB, BC, X, XY, YZ आदि छदम एवं बेनामी नाम / डमी आंकड़ें की प्रविष्टि नहीं की जाएगी | ऐसा पाये जाने पर इस तरह के पंजीयन / अनुमति आवेदन को रद्द करते हुए विद्यालय प्रधान के विरूद्ध कठोर कार्रवाई की जाएगी।
• सभी मान्यता प्राप्त माध्यमिक विद्यालयों के प्रधान द्वारा ऑनलाईन पंजीयन / अनुमति आवेदन पत्र भरने एवं शुल्क जमा करने के संबंध में निम्नांकित निदेशों का अनुपालन सुनिश्चित की जाएगी ताकि विद्यालयों के छात्र / छात्राओं का पंजीयन / अनुमति आवेदन पत्र ससमय सुगमता से भरा जा सके:-
  • विद्यार्थियों की पात्रता के संबंध में विशेष अनुदेश – 04 मार्च, 2027 को परीक्षार्थी कीआयु 14 (चौदह) वर्ष होनी चाहिए। इससे कम उम्र के छात्र/ छात्राओं का आवेदन अस्वीकृत कर जाएगा तथा इस मद में जमा शुल्क वापस नहीं किया जाएगा, 14 वर्ष पूरा करने हेतु विद्यालय अभिलेख में सक्षम पदाधिकारी के आदेश के बिना जन्मतिथि में सुधार किया जाना नियम के प्रतिकूल हैं।इसके लिए 01 मार्च, 2011 के बाद की जन्म तिथि के अभ्यर्थी वार्षिक माध्यमिक परीक्षा, 2027 के लिए पंजीकृत नहीं किये जायेंगे।
  • समिति के संज्ञान में ऐसे कई मामलें आए हैं, जिसमें छात्र-छात्राओं के द्वारा अपनी आयु कम करके पंजीयन / अनुमति आवेदन भरा जाता है और प्रधानाध्यापकों के द्वारा इसकी अनदेखी की जाती है। सही जन्म तिथि अंकित नहीं रहने पर मेडिकल जाँच कराने की बाध्यता होती है एवं परीक्षाफल लंबित रखा जाता है। ऐसे मामले प्रमाणित होने पर संबंधित विद्यालय के प्रधान जिम्मेवार होंगे और उनके विरूद्ध विधिसम्मत्‌ कार्रवाई करने की बाध्यता होगी, इसलिए जन्म तिथि एवं निवास स्थान के संबंध में आश्वस्त होने के उपरान्त ही ऑनलाईन पंजीयन / अनुमति आवेदन प्र में प्रविष्टि दर्ज करना आवश्यक होगा।
  • स्वतंत्र छात्र-छात्राओं के मामले में विद्यालय प्रधान आनिरियंत करेंगे कि बिहार विद्यालय परीक्षा समिति की विनियमावली, 1964 के अध्याय 04 की धारा 03 के अन्तर्गत स्वतंत्र छात्र/ छात्रा की पात्रता के संबंध में दी गई शर्तों के आलोक में बिहार राज्य का निवासी होने संबंधी प्रमाण पत्र, क्षेत्र के मुखिया / सरपंच द्वारा दिये गये अच्छे आचरण का प्रमाण पत्र एवं प्रथम कार्यपालक दण्डाधिकारी से प्राप्त आयु संबंधी शपथ पत्र एवं आयु के संबंध में अन्य साक्ष्य या प्रमाण पत्र समेकित विवरणी के साथ संलग्न किया गया है।
• वार्षिक माध्यमिक परीक्षा, 2027 से माध्यमिक स्तर के पंजीयन की मान्यता इन्टरमीडिएट के अनुरूप पंजीयन वर्ष से लगातार तीन परीक्षा वर्ष के लिए ही मान्यता दिये जाने एवं स्वतंत्र कोटि के छात्र / छात्रा को प्रत्येक वर्ष की परीक्षा के लिए अनुमति की आवश्यकता के संबंध में:-
  • दिनांक 24.06.2019 के माध्यम से प्राप्त स्वीकृति के आधार पर वार्षिक माध्यमिक परीक्षा, 2027 से माध्यमिक स्तर के पंजीयन की मान्यता इन्टरमीडिएट के अनुरूप पंजीयन वर्ष से लगातार आगामी तीन (3) परीक्षा वर्ष के लिए मान्य तथा स्वतंत्र कोटि के छात्र/छात्रा को प्रत्येक वर्ष की परीक्षा के लिए अनुमति की आवश्यकता है। उदाहरणस्वरूप-वार्षिक माध्यमिक परीक्षा, 2027 (सत्र 2025-2027) के लिए पंजीकृत छात्र / छात्राओं का पंजीयन आगामी तीन माध्यमिक परीक्षा वर्ष क्रमश: 2027, 2028 एवं 2029 के लिए मान्य होंगे। इसी प्रकार पूर्व वर्षो में पंजीकृत छात्र, छात्रा का उपयुक्त गणना के अनुसार वार्षिक माध्यमिक परीक्षा, 2026 में सम्मिलित हो सकेंगे।
  • यहाँ यह स्पष्ट किया जाता है कि यदि कोई परीक्षार्थी अपने पंजीयन / अनुमति के मान्यता के वर्ष से अगले तीन वर्षों के बाद आयोजित होने वाली माध्यमिक परीक्षा में सम्मिलित होना चाहता है, तो उन्हें निर्दिष्ट माध्यमिक परीक्षा वर्ष के लिए नवीन पंजीयन, अनुमति अनिवार्य रूप से कराना आवश्यक होगा अन्यथा परीक्षा आवेदन भरने की अनुमति नहीं मिलेगी।
  • इसी प्रकार स्वतंत्र कोटि के छात्र,/छात्रा के लिए पंजीयन के साथ-साथ अनुमति लेने का जो प्रावधान है, पंजीयन की मान्यता लगातार तीन (03) परीक्षा वर्ष के लिए मान्य होगी, परन्तु अनुमति केवल एक परीक्षा वर्ष के लिए ही मान्य होगी अर्थात्‌ स्वतंत्र कोटि के छात्र/छात्रा यदि माध्यमिक सत्र 2026-2027 के लिए पंजीकृत एवं अनुमति प्राप्त होंगे, तो उनका पंजीयन माध्यमिक परीक्षा, 2028 तक के लिए ही मान्य होगा परन्तु प्रत्येक परीक्षा वर्ष के लिए परीक्षा में सम्मिलित होने हेतु पूर्व अनुमति लेनी होगी।

शिक्षा विभाग की अधिसूचना संख्या-34, दिनांक-07.06.2003 के अनुसार स्वतंत्र छात्र/छात्रा अपने निवास स्थान के मूल जिला में अवस्थित राजकीय अथवा राजकीयकृत विद्यालय से स्वतंत्र छात्र, छात्रा के रूप में पंजीकृत हो सकते हैं। इस हेतु उन्हें जिला के सक्षम पदाधिकारी द्वारा निर्गत आवासीय प्रमाण पत्र देना अनिवार्य होगा। निवास के मूल जिला का निर्धारण आवासीय प्रमाण पत्र / पारिवारिक राशन कार्ड, माता-पिता क॑ नाम की मतदाता सूची में प्रविष्टि जैसे प्रमाणों पर आधारित होगा। ऐसे छात्र / छात्राओं को यह शपथ पत्र देना होगा कि वे कहीं से भी इसके पूर्व माध्यमिक परीक्षा में उत्तीर्ण नहीं हुए हैं।
